Policy Analyst (Tourism)
WORKSITE LOCATION: Fort William First Nation Satellite Office OR Thunder Bay Satellite Office
Contract position to April 30, 2027, with benefits, including a defined contribution pension plan starting day one and employer-paid group insurance following three months of employment, in accordance with plan terms.

Salary Range: $67,065 – $76,007
The Tourism Policy Analyst will support the Phase 2 implementation of the Northern Superior Regional Tourism Strategy. Based in the Northern Superior region and reporting to the Economic Development Department Manager, the role works directly with Northern Superior member First Nations to advance tourism planning, pilot initiatives, community engagement, and strategy implementation. The position supports the Economic Development Department by helping ensure tourism initiatives are community-informed, evidence-based, and aligned with Anishinabek Nation priorities.
QUALIFICATIONS:
- Minimum two years’ experience, preferably in policy analysis, tourism development, community engagement, economic development, business development, or project coordination, including experience working with First Nations;
- Degree or Diploma in Public Policy, Tourism, Economic Development, Business Administration, Indigenous Studies, Community Development, Geography, Planning, or a related field;
- Experience supporting regional tourism initiatives, community engagement processes, policy or strategy implementation, stakeholder coordination, and monitoring project or pilot outcomes;
- Working knowledge of the Anishinabek Nation’s 39 member First Nations’ economic and community profiles considered an asset;
- Experience or knowledge in tourism development, community planning, and policy/program implementation considered an asset;
- Demonstrated proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint), and relevant programs and software, with the ability to learn new technologies and tools; and
- Must possess a valid Ontario Driver’s License, be insurable under the organization’s vehicle insurance policy, and be willing and able to travel regularly for work-related events, meetings, and other duties as required.

- Ability to maintain professionalism and confidentiality in all situations;
- Strong organizational and time-management skills, with the ability to manage multiple priorities and meet deadlines;
- Ability to prepare clear reports, briefing materials, presentations, meeting notes, and other documentation;
- Ability to support community engagement sessions, meetings, workshops, and outreach activities;
- Ability to work independently and as part of a team in a fast-paced and evolving environment;
- Knowledge of or sensitivity to First Nation governance, community protocols, and Indigenous tourism development approaches;
- Willingness to adapt to changing priorities or work environments;
- Ability to navigate office environments and use standard office equipment; and
- Ability to understand and speak Anishinaabemowin, or willingness to learn.
RESPONSIBILITIES:
- Lead and support regional tourism planning, research, and implementation activities in support of Phase 2 of the Northern Superior Regional Tourism Strategy;
- Engage directly with Northern Superior member First Nations, partners, and stakeholders to support community-informed tourism development;
- Coordinate pilot initiatives and monitor progress, feedback, and outcomes to inform continuous improvement;
- Conduct research and analysis to identify regional tourism opportunities, barriers, and priorities;
- Prepare reports, briefing materials, recommendations, and implementation updates for leadership;
- Support strategy roll-out, funding readiness, and long-term sustainability planning for successful initiatives;
- Ensure all work is delivered in accordance with organizational standards, project requirements, and community protocols; and
- Other duties as assigned.
